At a special Homeowners Association meeting July 20, 2005, members of the LRPC presented their findings and recommendations, including the creation of a funding base for ongoing improvements (starting with the two neighborhood entryways) by increasing annual dues to $300. After more than two hours of animated discussion a motion to accept the LRPC’s recommendations was defeated by a 2:1 margin. Most agreed with the goal of making improvements and endorsed the committee’s approach, but a clear majority felt the proposals lacked sufficient financial and esthetic detail. A motion to increase annual dues to $100 and have the LRPC re-examine both its processes and its proposals was approved.

Informed by this neighbor input, after further research the continuing members of the LRPC (Lauren McClure, Kathy Watson, Mark Seiler) recommended that the Board retain local professional community planning consultant The Waetzmann Group to create a long range Master Plan for our neighborhood, including executable landscape architecture designs along with complete and detailed costs. The Board accepted this recommendation.

The Waetzmann Group Master Plan was presented by TWG’s Eric Wahl at our June 15, 2006 Homeowners Association annual meeting. On the basis of this Plan the Board authorized solicitation of bids for improvements to the Drakes Drum Drive entryway (southeast corner).

Through the winter of 2006-07 the LRPC received and reviewed proposals from several firms culminating in a March recommendation to accept the contract proposed by Bryn Mawr Landscaping. The Board agreed and voted to seek Association approval at our June 6, 2007 annual meeting to fund the project with a one-time special assessment of $200 per lot. An easement agreement with Mike and Lucy Weiss, owners of the land to be improved, was finalized in May.

Tom Foga of Bryn Mawr Landscaping presented his proposal at the meeting. Questions and discussion followed. Although attendance fell short of the quorum mandated for a vote on special assessment, a July 11th follow-up meeting was proposed and approved for this purpose, in accordance with our by-laws and community covenants. Association members are invited to vote in person at this meeting, or to vote by proxy using email.

Also at the June 6th 2007 meeting, several neighbors proposed establishing an Ithan Mills Community Garden. They presented a set of Garden By-Laws by which it would operate and after discussion the idea was approved. Groundbreaking is set for this fall, first harvest next summer!

In addition, Radnor Police Dept. Detective Joe Paolantonio made a short speech on safety and security issues, emphasizing that the proper phone number for all emergency and non-emergency police business (other than clerical inquiries) is now 911. The follow-up meeting to vote on the $200-per-lot special assessment took place July 11, 2007 and as reported in the official minutes, the assessment was approved. Work on the stone wall and sign was completed in August. Landscaping and sprinkler system installation was completed in early October.
